When I lived at Tomball (just outside Houston) George was nice enough to come by and take a look at my plane before I closed the spars up. He has a really nice KR-2 and I bought one of his nose gears for my plane. It is compatable with Deil main gear but doesn't attach to the motor mount. Nice guy.... I put the strobe power packs in the wing tips with an access panel on the bottom. The only problem was a bad ground one time from washing the plane. The Aircraft Spruce catalog has the best drawings on the light setup. Insturment lights are not required, a little hard to see with out them, but not required. Check with your local boating supply shop and see what they have available. You can mold the mounting brackets into the wing tips when glassing the wings.
